requests limited powers of free conference on the following specific           
point:                                                                         
                                                                               
process by which the Governor may expend state funds in excess                
of spending limits when the Legislature is not in session and is not           
convened in special session.                                                   
                                                                               
The request was signed by Senators Halford (Chair), Parnell and                
Hoffman; and Representatives Murkowski, Bunde and Joule.                       
                                                                               
In accordance with Uniform Rule 42(a), the Speaker granted the                 
limited powers of free conference as requested.                                
                                                                               
The Chief Clerk was instructed to so notify the Senate.
